Title I Staff
Mr. Steve Rockelman
Federal Programs Coordinator

2008-2009 marks the 22nd year in education for Mr. Steve Rockelman.  Steve began his career as a teacher of first and then third grade students in the Dallastown Area School District. He was also the coordinator/teacher of the gifted program, and he coached a team of students who participated in an annual Envirothon science competition.  

 During this time he completed a Master's Degree in Public School Administration and received his Elementary Principal's Certification.  He served as a Middle School Assistant Principal for two years at the Elizabethtown Area Middle School and an Elementary School Principal for eight years in the Eastern Lancaster County School District.

Steve is a Reading Specialist and is also certified as an English as a Second Language (ESL) program specialist.  During the time he was an elementary principal, Steve served as the instructional support teacher for the building.  For the last three years of his tenure as an elementary principal he also served as the district’s coordinator for the English as a Second Language program.

Steve lives in Lancaster County with his wife of 19 years, Kim.  They have three teenage boys named Christopher, Cameron and Connor who attend Garden Spot High School and Middle School.

Mrs. Eileen Bowers
Title I/ESL Administrative Assistant

I am Eileen Bowers, administrative assistant for the Federal Programs Coordinator.  I have been with PALCS since November 2005.

I have four grown children and four grandchildren. 

In my free time I enjoy sewing, scrap booking and playing with my grandchildren.

Mrs. Danielle Smith
Title I Reading Teacher

Hi!  My name is Mrs. Smith and I am a Title I Reading teacher.  I have been at PALCS for almost 2 years.  Before teaching Title I, I taught kindergarten for 2 years and 6th grade Language Arts for ½ year. 

I live in West Chester with my husband and our cat, Lucius.  Lucius has long yellow hair and likes to listen to music and play with his toy mice.  When I’m not having fun at work, I like to read all different kinds of books, listen to music, spend time with my family and friends and relax.  My favorite place to be is at the beach on a day with a cool breeze.  My favorite color is green and my favorite food is pizza.  Something interesting about me is I am a vegetarian and I like to eat my pizza backwards!

Mrs. Danielle Barney
Title I Reading Teacher

Welcome!  My name is Mrs. Barney and I am a Title I Reading teacher at PALCS.  I have been with PALCS since 2005 in the student services department.  In January of 2008, I was hired as a Title I teacher.  I thoroughly enjoy helping students who need extra support in their language arts class.

Some of my favorite hobbies are reading, going to the beach, listening to music, and camping.  I like the color blue and my favorite food is pizza.  I have two cats, Dwight and Blue Bell, who are always keeping my husband and I entertained! 

Mrs. Liz Delaney
Title I Reading Teacher

Hi!  My name is Mrs. Delaney and I am a Title I Reading teacher.  This is my first year at PALCS.  Before teaching Title I, I taught preschool and was the director of a summer camp and a before and after school program. 

I live in Wernersville with my husband and our dog, Niko.  Niko is a Siberian husky and has lots of energy.  He really likes when my husband and I pretend to chase him around the house!  In my spare time, I like to listen to all kinds of music, play sports, watch movies, and spend time with my family and friends.  I also really enjoy eating!  I could never pick a favorite food!

Mrs. Ginger Geibel
Title I Math Teacher

Hello!  My name is Mrs. Geibel and I am a Title I Math teacher.  I have taught for 2 years at PALCS and before that spent 15 years teaching Title I Math in the Great Valley School District in Malvern, PA.  Previously I spent many years traveling around the country teaching teachers to instruct math using a “hands on” approach.  Teaching that way via the computer is quite a challenge.

On a personal note, I live in Malvern, PA and am married and have three sons.  My greatest thrill is grandchildren.  I have 2 granddaughters (ages 3 and 5), a grandson (age 1) and another granddaughter on the way.  My hobby is photography, and you can guess what my favorite thing to photograph is!  I also love to travel and I love to read. 

Mr. Jeff Smith
Title I Math Teacher

Hi!  My name is Mr. Smith and I teach Title I Math here at PALCS.  This is my second year at Pennsylvania Leadership and I really enjoy being here.  Since graduating from California University of Pennsylvania in 2000, I have also taught Title I Math and Reading at a couple other schools before coming to PALCS.


I live in the Pittsburgh area, and am a big home-teams sports fan.  I love the Pirates, Pens, and Steelers.  I am also a student right now – with plenty of my own homework - working on my Master’s degree in Special Education.  I do really like Math a lot! (Please don’t hold it against me.)  As much as I like it, I do understand that Math can be scary sometimes, and that most people don’t like it.  I am always glad to help PALCS students succeed.
