Scholars Program

We are pleased to announce the newest component of Pennsylvania Leadership Charter School, the scholars program for gifted students. While it will be primarily available to students who are able to commute to the West Chester location, it will also be available to a limited number of cyber students across Pennsylvania.

There will be an informational meeting on Wednesday, June 8, at 7 pm. at First Presbyterian Church in West Chester, PA (130 West Miner Street). The purpose of the meeting is to present the scholars program and to answer parents' questions. Students are encouraged to attend.

(Pittsburgh area) Lynn is the parent liaison for the school, as well as the Western Pennsylvania Regional Coordinator. Lynn has two children enrolled, and would be very happy to speak to you about what PALCS has done for her children. PALCS has been awarded $100,000 from the Department of Education for additional growth needs for the 2005-6 school year (Implementation Grant)

PALCS now has the ability to hold enrollment interviews at the home office (Frazer, PA) and at selected Pittsburgh locations.  Call the school for more information.

The School Board reported at its monthly Board Meeting:

1. The school has paid all its current bills and has enough left over for future payroll.
2. The school now has a total of 52 full and part time staff and has teachers covering all grades and courses.
3. Enrollment continues to grow at a rate of 3+ per day.
4. The school has contracted with the landlord to fit out an additional 28 cubicles and 7 offices for future growth.

PA Leadership is glad to announce that the PA Department of Education has awarded the school sufficient start up money to enable the school to obtain offices, hire the appropriate personnel and establish a Student Services Office so that the school can meet its target start up date of Mid-September.

This money was awarded in a competitive grant process and is in addition to the normal funding that is provided by the student's home district.

PA Leadership applied for the funding in March.

Enrollment will begin in May.  We will be notifying all on the waiting list as to the proper procedure(s) and will have individuals to whom parents may direct questions.

There is also over one million dollars left in the PA Tax Forgiveness Program. If a company decided to give PA Leadership a contribution, the company could write off in tax savings as much as 96% of that contribution.  Any suggestions of businesses for the school to contact could be directed to info@palcs.org.

Pennsylvania Leadership Charter School is a cyber charter school chartered by the Pennsylvania Department of Education and offers online (cyber) education to any student (K-12) in Pennsylvania.

In order to reach out to students who do not function well in a traditional school setting, the school is seeking to partner with Pennsylvania businesses that could take advantage of the 90% PA tax forgiveness credit to make a donation to the school.

Under this program, a business may contribute to this innovative cyber charter school and receive back 90% of as much as a $200,000 donation through a PA tax credit. The business may also write off the donation (to the non-profit charter school) toward their federal tax liability. The total tax forgiveness could be as much as 96%!

Left in the 2003-2004 state budget is over one million dollars that will be granted on a first come, first serve basis.

"Over 1.5 million children in the United States are being homeschooled.

Historically, parents chose to teach their children at home for religious reasons, but today, an increasing number of families homeschool because they are dissatisfied with public education. Dan Gottlieb and his guests will discuss education and homeschooling, and we'll hear from a family who is teaching four daughters at home. Our guests are: John Taylor Gatto, education reformist, author of "The Exhausted School: Bending the Bars of Traditional Education", Frank Farley, Temple professor of psychology and education, and Jim Hanak, CEO, Pennsylvania Leadership Charter School (PALCS)."

My portion began after about 15 minutes into the show as I participated in a panel discussion and listener call in.

It is official. Pa Leadership Charter School has been granted a charter.

On January 23, 2004, Ms. Karen S. Feuchtenberger, chief Counsel for the PA Department of Education faxed me a letter stating:

“Enclosed please find the Department’s Opinion issued today in the above-referenced matter. Pursuant to the Opinion, the Department is granting Pennsylvania Leadership Charter School a charter to operate a cyber charter school. This Opinion is being issued pursuant to the Charter School Law and will be published on the department’s website.”

The attached document, signed by Ms. Vicki L. Phillips, Secretary of the PA Department of Education states:

“Conclusion: Based on PA Leadership’s application, as revised, the Pennsylvania Department of Education grants a charter to Pennsylvania Leadership Charter School to operate a cyber charter school.”

This process started in August of 2002 and has survived 4 rounds of application and over 2,000 pages of documentation.

During the process, well over 100 individuals have participated in the process – way to many to thank. Those who deserve special recognition are the founders: Jim Hanak, Paul Selby, Shari Draayer, Janice Yanofsky, Bob Cypcar and Louisa Gaughen who became the initial board. New board members are John Wingerter, Shannon Royer and Andrew Lehr. Shari, Janice, Bob and Louisa stepped off the board before we received the charter.

What can you do? Encourage people to visit our website: www.palcs.org to get their children on the waiting list. This way we can keep them informed as to our regional meetings, enrollment process and employment opportunities.

1. We have teachers on line every day interacting with the students.
2. We have a self-contained school that enables those associated with the school to have fully secured communication.
3. We have report cards that are updated daily to enable parents to follow their children’s progress.
4. We have relationships with the top on-line curriculum companies that will provide instruction that meets all PA State Standards and provides fun interactive learning experiences for each child.

Other ways you could help:

1. Do you have access to e-mail lists that could carry this announcement?
2. Do you have contacts in the local media that you could contact to carry an article about the new charter?
3. Do you have friends who might like to work at PALCS?
4. Do you have the ability to host a regional meeting?
5. Do you know of businesses that might like to utilize the new PA tax forgiveness program and contribute to PALCS? If they contribute two years in a row, they have the potential of writing off more than they contribute (state and federal forms)
